Dennis Phillips was born in Alexandria, Virginia. He attended James Madison University, The Russian School at Norwich University, Moscow Aviation Institute, Shepard Broad Law Center at Nova Southeastern University, and University of Miami School of Law. Realizing that negligence is no "accident," Dennis focuses his practice on representing plaintiffs in personal injury and wrongful death claims.

Prior to practicing law, Dennis attended the Naval Academy Preparatory School at the Naval Education and Training Center in Newport, Rhode Island with the intent to attend the US Naval Academy in Annapolis, Maryland; but a low back injury prematurely ended his military career. After his honorable discharge from the Navy, Dennis worked as an investment broker and financial planner with NASD member and NYSE member firms, including Merrill Lynch.

Dennis began his legal career with a solo estate planning and civil litigation practice in Broward County. He represented over 100 struggling homeowners in mortgage foreclosure actions. Dennis's first foray into injury litigation was in 2002 when he began working on workers' compensation cases; but soon thereafter, he focused his practice on plaintiffs' personal injury and wrongful death.

In addition to serving the clients of Balliro Seltzer as a civil trial attorney, Dennis serves the South Florida community with his wife, Claudia, by volunteering their time and fund-raising efforts for Animal Aid, Inc., a not-for-profit no-kill shelter that takes in emergency, abuse and neglect cases as well as dogs and cats from various high-kill animal control facilities.

Dennis is a member of the Million Dollar Advocates Forum, Mensa, the State Bar of Florida, the Florida Justice Association, the Broward County Justice Association, Palm Beach County Justice Association, and the American Association for Justice. He is admitted to practice in all state courts in Florida as well as US District Court for the Southern and Middle Districts of Florida.
